Yes ..... Official Version on Rom manager for S3 is 6.0.2.8 ....
This is not supported on Rom Manager this is 6.0.3.0 .....

Sorry if I missed a post which says this, but once i flash this using stock recovery so i get cwm, in the future how will i upgrade to a newer version of cwm recovery if this is not compatible with ROM manager? I flash the new one too?
And is the latest one directly from ROM manager safe or should i use other recoveries such as Philz or TWRP?

U can always flash it from your phone thru recovery using a zip file or thru your computer via Odin using a tar file...
As for the over, yes this is the latest (6.0.3.0)...

Are you rooted? & Any Custom recovery is already installed? If yes, You have to flash it in your recovery just like you flash any custom rom
