Go to Philz recovery & select Clean to install a new rom. Flash your rom.

Did you factory reset your phone?

I am trying to suggest, through guess. SInce the phone is not in front of me.

Most likely, the flash was not proper, or the file you flashed is not proper.
Assuming that, the file is not corrupt, then the next issue could be the flash did not go well. It can happen at times.

I would suggest the following:

go to recovery (any )

Reset Factory Mode
Format data
format cache
then go to advanced option and clear Dalvik Cache 5 - 6 times.

once you have done above, now flash the ROM, and make sure, to select full wipe.

Try, and let me know if it works.

(it did happen once with my phone, where i did not wipe the data, and while flashing too i did not use full wipe. The previous ROM was 4.3 and the ROM i flashed was 4.4.2. The result was Phone in continuous reboot loops. )
