I had this with the first Galaxy S (i9000) and it is the same with my new one (i9300). Only way to remove encryption is to do a factory reset.

I flashed the latest fw with Odin and the encryption stayed in place, which is pretty cool - but I then did a reset afterwards and it was gone.

I just checked on mine (currently encrypted) and in "Settings" -> "Security" -> "Decrypt Device" it offers me to fully decrypt the internal storage - it only requires the battery to be fully charged and the AC to be plugged in.

It's at the very same location where the "Encrpt Device" was while it wasn't encrypted.

Or you do maybe have an Exchange Server account linked on your phone that enforces encryption?
In that case, remove the account to decrypt.

I've got a similar problem.
Internal SD is encrypted due to exchange-policy. I removed all email-accounts, tried to do factory reset in settings and in clockworkmod, but i still get the question to decrypt storage on boot. Ext. SD is not encrypted. The phone is running cyanogenmod 10.1.3 RC1 and CWM 6.0.3.2.
I know where to encrypt the device, but it's not possible to decrypt!

It's not possible to flash a rom in CWM anymore. CWM can't mount internal storage.
