Unhappy Region Lock

Hello

I had a new S3 last week , a friend bought it from France , I9300 , unbranded , No carrier
But I found it to be region locked , with a french sticker indicating that

What I done so far : - tried regionlockaway for note 3
- rooted , tried galaxy sim unlock apps > they think I'm unlocked
- tried Cm 10.2 roms , revolution hd
- edited csc/customer.xml , actually cm deletes it all
- flashed csc for middle east
- tried the nv_data unlock method at 00181460 > all FF
- flashed various modems
- tried stock Egy jellybean and ICS ROMS
- all possible combinations for modem/rom/csc
- tried the service menu method > no Perso SHA option
- cm says Iam perso locked , personalisiob menu says I'm sim locked

EDIT : added to things I read about and used : azira patch

What Should I try ???
