What is MSL? where is it stored?

What is MSL in samsung phones, where is it stored?

Where is simlock info stored? modem? NV ram parameters?

nv Ram which is stored within the android efs, is copied from the Modem itself. If you delete Nv ram, android will auto copy from the modem. What i would like to find out is how how to get direct access to the modem this is where you change the Nv ram parameters. does anyone have any documentation on qualcomm modems i downloaded Qpst, another thing which would help is if someone could take a locked samsung s3, dump the file system from root, then unlock the phone and dump the file system again .

I understand that this has no relation to the modem, just want to see what the MSL part is doing?
