Why dont you use a custom 4.3 stock rom? You can install all the bloatware of samsung and it will still be faster for your father :) i can give you some names of good ones.

Totaly agree with ShltHappens, this rom: http://xdaforums.com/showthread.php?t=2060403 is very close to Samsung's stock (with no junk included), and it comes with a variety of modems to select in/after installation- so you won't be left with no reception...

Anyway, if you want a stock, not rooted rom, I suggest downloading one of those- they all should work in your region, and have buit-in support for Arabic UI & keyboard. (note- extract first, and be sure to flash using Odin 3.09):
India 4.3 (ML4- considered newest release): http://terafile.co/327097448989/I9300XWUGML4_I9300ODDGML4_INU.zip
Israel 4.3 (MK7) : http://terafile.co/d32417976352/I9300XXUGMK7_I9300OJKGMK1_ILO.zip
Uk 4.3 (MK6- considered older): http://terafile.co/e5096e799622/I9300XXUGMK6_I9300OXAGMK6_BTU.zip

Important:
1)all of those roms are using new partition method called efsV2- so to prevent 'No Service' problems if a case you want to use older rom (like 4.1.2), make sure to use those newer (or equal) than I9300XXEMG4.
2)After flasing was complete, don't forget to do a 'wipe to factory mode' & 'wipe cache partition' in recovery mode in order to prevent aditional merging issues (I also recommend doing so before using Odin).

Good luck
