[Q] Hotspot / Tethering with Foreign SIM

Hi,
I have a non-rooted S4 running the latest NC5 firmware.
My plan has Hotspot provisioned and works fine with my Verizon SIM.
Every time I try and use Mobile Hotspot with a foreign SIM (after verifying data (H+ and LTE) is working with new SIM) it attempts to do a Subscription check and comes back with an error.

Is there anything that can be done to have this subscription check bypassed? the foreign SIM I'm using permits tethering!
I'm running 4.4 KitKat NC5 so all the options I have seen before seem to be for earlier versions.

If I was rooted (I'm looking into rooting using TowelRoot) does that help? what can I do once I root?
