[Q] TWRP Recovery goes to Download Mode

My device info: Samsung Galaxy S4, Verizon, running 4.4.2

I rooted my device using, installed supersu correctly, then whenever I try to flash TWRP via Rom Installer or TWRP Manager I get a successful message. HOWEVER, when I reboot to recovery using the app or the button combination I get put into download mode and have to connect to ODIN and reflash a stock recovery to get back into the phone. Is there something I am doing wrong here? Am I not able to run TWRP?

EDIT: After some more digging I am seeing that my bootloader may be locked? I just got a new S4 today because my screen has broken. I just want to restore my nandroid from a few days ago to get my phone back to all it's glory but I can't do that without getting TWRP. Unless there is another way to restore that backup?
