Default [Q] Galaxy Y Duos GT-S6102 background data

I have a GT-S6102 running Android 2.3 and i don't know what i triggered but i have the following problems with it:

- When sleeping if i try to push an application to the phone, it won't go
- When sleeping or online if i try to locate using android device manager it says location unavailable

The problems tend to get fixed after i reboot the phone and/or am on wifi, but on 3g nothing happens and yes, i have internet connection.

Bottomline question:

What and where can i check so that i can make sure the phone is ping-able by google servers either awake/sleeping/on 3g/on wifi ?

Maybe background data? But where can i check? I am having hard times finding stuff on 2.3 .

Open dialer & type *#*#4636#*#*. Testing screen opens up.
*To test phone's network, select Phone information. In the next screen, tap on Run ping test. If successful, it will show Pass in both Ping Hostname ( & HTTP client test.
*Now, to test wifi network, go back to dialer & type the same code...but this time, select Wifi information followed by Run ping test on next screen. Check the result in the same way.

Hope this helps...!!!
