a "real" care app idea

hello every body this is my topic here
i am what you can call an advanced user

so i have noticed that a lot of devices with less than 1gb of ram have some lags and some of the games wont open and some times battery discharge faster so as i am one of those people ( GT-i9082) i made a study involving my friends and family with different mobile phones makes and types including Chinese tablets and phones to know which apps they use much and the apps that they don't use so i tried on my device first
my device

and now i am running android 4.1.2 with only 278 mb ram occupied and 526 mb free (thats with root without root i gained 500 mb free)
a lot of big games used to hang or lag or didnt even start now i can run them smoothly
the apps i disabled are
(please note that sony,htc and lg for example have some diferent apps that we can disable or uninstall

- basic daydreams (not using it )
- bubbles (not using it )
- calendar storage
- com.google.android.voicesearch (not using it )
- com.sec.android.allshare.framework (not using it )
- deep sea (not using it )

so the point is can we make an app that can do the disabling / enabling for the non rooted devices and the unintalling / installing for the rooted devices alongside with the disabling / enabling the listed apps ( for samsung devices )
