Question [Q] Hard reset don't erase/change nothing

first sorry for my english....

i work with repair of cell phones...and i see many things.... but this is very strange...i'm trying to repair a gt-5300b that is too slow... make a hard reset and when the phone power on nothing is wiped...everything still there ....the password , photos , musics etc... then i flash the stock rom with pit file,boot, pda, modem and csc and the data still the same....i see this problem once in a s3 but the customer don't want to repair and prefer send it to warranty.... what i can do in this case? i don't know if is the right place to ask
