Set SE Android to permissive

So I've been trying to make my phone permissive so that way I can install a new ROM. However whenever I try to do this I get this message:

Hi,
I am pretty sure you need to be running as lot to change SELinux in this manner which I'm guessing is what you're trying to get in the first place.
Chances are you need to run a different exploit on your device to obtain root
Looks like a Samsung device judging by the font, but would need to know more info to point you in the proper direction such as make, model, android version, carrier etc

You are correct however. I am actually already rooted and I don't understand why it's giving me a hard time. I have been on this device. I have to do this again was because I loaded a stock rom so that way I could get it fixed. When I got it back is when I had this issue. What I am trying to do is install safestrap.

Did you remove root privileges from your terminal emulator? Check your super user app
