No, it's called "Joe" and I believe it was made by a friend of Cl3Kener's.

And what about layers version? If he's going to update it too?
Also when I'm on dark version of OptiPop, do I need to clean flash or is it OptiPop but under different name?

I dirty flashed it over the latest OptiPop, and it runs like a charm, but it's better to do a backup first, then you are on the safe side

No changelog.The only things I can tell you:
  • Appears to be rebadged Optipop Dark
  • Compiled with updated UberTC 4.9.4
  • (I think) merged with 5.1.1_r8
  • Does not appear to be compatible with Xposed
