yes it has support for android applications but I believe its native applications are more important as they will fit the design and functionality of the SailFish style guidelines. Android support is just something that helps people transition easier by starting out with a large app market.
Dalvik vs ART? Go here, don't post in Rom/Kernel threads.

Yes, but he hashtagged the Nexus 5 and use images from the Nexus 5 to make that image. He needs to post something substantial then a fake image. I'm hoping too, fingerscrossed.

just heard that there will be a sailfish launcher out for android before the ROM and that the ROm is due before Q3. In case anyone wanted to know
