com.android.phone crashing and phone restarting

I just installed a new ROM and now when I boot my phone it says "com.android.phone was terminated" (well, in German) and it restarts. This goes on forever. I wanted to reboot my phone into recovery via adb but is says "device offline". How can I reboot into recovery?

Turn the phone off. Then, hold Power + Volume Down to get to the bootloader. You can get to Recovery from there.

How can I turn it off?

EDIT: Ha, I was fast enough this time. Alright. So what do I need to do to do a real factory reset? I mean deleting everything so I can do a fresh install. Just doing all the "format ..." commands that are available? What else do I need to do?

Hold power button until it turns off, immediately hold volume down as it might immediately boot again. If it doesn't follow directions above.
