can't connect to camera

I'm having trouble with one of my Nexus 5's I've installed two Roms (cyanogen and liquidsmooth) and wiped twice on each but randomly the camera will stop being able to connect. There aren't any other apps using the camera process that I've seen.. So I've been stumped.. Tried searching which is where I've found the app force stop solution but yeah...nothing. Any ideas?

have you tried clearing the camera data and rebooting? have you tried different gapps? have you tried a different rom?

Clearing the camera data and rebooting doesn't work. I suppose I could try different gapps again, i used liquid's and CM's.. both had the issue. Used liquid and CM thus far and they've both done it. Only thing that has worked is wiping and reinstalling a ROM. Which obviously is incredibly inconvenient.
