For controlling app's access to the net? Why do you think is unnecessary?

ohhh.. there are default options. go to the phones main settings, data usage, and you can restrict apps to your mobile network there(pick an app, then chose restrict background data. then only when you need it to access data it will, or if youre connected to wifi).

Also, look into app ops starter. You can further control how apps access your data
