Is the activity window size determined with in the apk or the framework?
Is it possible to change activity window size without modifying APKs or the framework?
Even through an xposed module?

The activity as in a running app, and window as in where the app displays itself on the screen.

If you mean the size of the icons, pics text... Etc... Yes. You can change the entire dpi of the phone with a build.Prop editor or app.

Or, use Xposed and the app settings module to change dpi per app.

If you mean make it smaller so you can see behind it around the sides like making a windows program window smaller... . No. You can't.

There's multi widow, but it's kind of different and not reliable. But you can look into it.

Xhalofloating window xposed module will allow you to resize certain apps. Its a bit buggy though.

Its obviously not in the app, otherwise every app would need to contain every resolution I'm order to display full screen
