Partition is at 12GB on 32GB Nexus after flashing 4.4.3 via fastboot

After flashing the 4.4.3 update my storage is no longer 25GB like it used to be but 12GB. I am not sure what is causing this but I flashed the image 2 times and it is still at 12GB. I also did a 'format data' in twrp and still 12GB. Any suggestions? I am coming from MAHDI ROM with F2FS file system.

Do a factory reset in the stock recovery. It will wipe your device so make sure you backup anything you want first
