Default Remaining free space for 32GB N5 doesn't make sense

Can someone please help me understand if this is a common thing?
I should have about 18GB free...

Download disk usage from the playstore. It will narrow down what is taking up extra space.

Wow, a 32gig nexus has under 27 gigs total? I know they are never exact but 5 gigs off seems to be alot.

Just checked mine and its 3.5 gigs short I have the 16gb model. Also seems to be a lot.

It's just the Android OS combined with the lost space when formatting. It's completely normal. It's the same reason that when you buy a computer with a 128gb ssd, you usually only get 100gb.
