Default WiFi Issue

Even when I turn off the WiFi! My battery use shows the blue WiFi bar as always on whereas it shows off in the settings! I thought the update would fix it but problem still persists!
Plz help!

google implemented this feature of wifi always on, (if off it is running in the background) to provide a better localization service, based on wifi networks localization near to you. eg in buildings localization acquiring is much faster!

you can disable this in advanced wifi settings!
