Open the .apk with 7zip or any other file extractor, then go into res/raw and incoming_call_new.ogg would be it.

Hi.

Glad to see someone else is interested in it too. I, for myself, have been yearning to find it too. Apparently you've gone through the whole process of extracting it out of the .apk, hence if you don't mind, can I please just have the ringtone file only. A .wav or .mp3 or the format you have it in, would do. I hope you read this soon though.
