This worked for me, it may not work for you. I used Wakelock Detector app to peek out wakelocks, makes sense. And Rom Toolbox to knock out some receivers n services.
So, I'll display pics at end of post, cuz with xda premium app can't figure out how to place them along the way, and I'm running out of pics on Tapatalk.

GPlay Services is my culprit. With the system update built in(may be for Nexus devices) my phone won't deep sleep. See pic
So I just ran the stupid thing, by using terminal emulator with this command-

am start -n

see below
This will survive a reboot

Then there's the wretched checkin service and Checkin Handoff. This has me baffled, because it comes and goes. When unticking any services or receivers of Gplay services(checkin....)with Rom Toolbox, they are re-enabled automatically instantly. wtf. But when knocking them off in Google Services Framework, it seems to help with the frequency of checkin. Please chime in if ya got more info.

Also, use Never as option in WiFi advanced settings for Keep WiFi on During Sleep.

Also would like to share this, for stopping Play Store and Google Play Services from updating.
Flash zip in recovery, then run the in /data, then delete that script. This is bigtime riggin it, but I'm tired of the unwanted updates.
Make sure to uninstall G Play Store and/or Services from /data before flashing.
Also, there's an init.d script, it'll sleep for 8 minutes(gives time to dl) and remove the downloaded update to Play Services(it won't install). It's the last script to run.

Edit, hold up on this, I'm working on a permanent fix.
