Question [Q]Dev edition info

Hi, I need some info:

Is it correct that "silver phones are Dev Editions"?
Is it possible to buy DE in Europe?
Except for unlocked bootloader on DE, what is diff to GPE?

Someone somewhere said Silver can't be bought because it has been reserved for DE. If I buy Silver one on Amazon, is it a DE implied?

according to http://www.htc.com/us/go/buy-now-htc-one-m8/ it's the opposite - DE is gunmetal and gold color only, but not silver..
