Flashing triangle in notification bar

Default Flashing triangle in notification bar

Does anyone know what this notification means? It usually flashes then goes away quickly but this time it stayed for a longer period of time. Also, my phone has been freezing a lot lately and has delayed haptic feedback at times, I wonder if this has anything to do with it?
I unrooted a while back and I'm on stock Rom with s-off

I think it's something related to to mobile network. On mine appears only during calls.

I've think that I discovered what means when enabled Extreme Power Saving.
It means Background Data Restricted.
