Recoveries, Kernels and ROMs made for HTC One single sim are not compatible with the Dual Sim variant.
Which TWRP did you flash? Do you have the XDA or TWRP website link for it ?

If you do have basic knowledge about RUU, MID and CIDs, look here for more information

Sorry bud, but there is not a lot of support for dual sim version. It arrive a little to late to the party.

Edit:
I had the exact same problem with single sim HTC One. The only way out of it was to RUU it out.
Sincere thanks to all the amazing folks on XDA for fantastic knowledge, code, tutorials, tips and what not. Thank you for making our phones much more fun!

Try flashing this TWRP and check it's MD5: a6972dc8288286fda56991cd991d28f2
Are you using this sequence to flash the recovery?

In bootloader/FASTBOOT USB:
fastboot flash recovery TWRP_Recovery_2.6.3.4_802d.img
fastboot erase cache
fastboot reboot-bootloader
