Hello guys is it possible to sideload an app to my kindle fire HDX 7" without access to the file manager everyone says to download? I received a black listed kindle and I have no way to get any apps from the amazon store. Any help would be greatly appreciated.

You can install APKs from command line on your PC:

Forgot to mention that you can also use the web browser to install the apps. Just use a site like Android drawer and download the apps you need and they will ask you for permission to install when downloaded. Very easy to do if you can't access the amazon store.
