For access to "C:\ProgramData\Nokia\Packages\Products", you must enable hidden folders.

Yes.
If you have moved the "RM-821" file on this directory, so follow simply this this tutorial from the "FLASH THE PRODUCT CODE".

Default Windows 8.1 update 1

I ended up pulling the Windows 8.1 Update 1 ROM from the nokia servers and using the Nokia Care Suite to recover. I kept getting the developer preview errors about the install partition being full when trying to install. It took a few hours and re-entering passwords several times, but I'm relatively happy with the outcome.
