that happens to me too. the wifi RECEIVER on the ouya is a little goofy, for a couple different reasons.
what i do EVERYTIME is download the OTA on my pc, then boot into recovery (adb reboot recovery) then install the update from recovery.

1) Plug a USB keyboard into your OUYA while it's powered off.
2) Power on your OUYA and let it boot as far as it can.

hmmm...well, recovery mode is good, but you NEED wired adb to sideload. (i know i already said that.)
are you any good with a soldering iron? honestly, that little port is your only way in, so if you can get it back on correctly, that'd be great...
