How were they un-wise? By testing it on different parts of the OS before doing it full blown throughout.

because voice actions have been around for at least 4 years. This could have easily been implemented 2 years ago.

Yes, but was our hardware ready? I don't think our socs were efficient enough to be able to go through day without draining battery with ability to listen to voice 24x7. Snapdragon 80x is first range to have that built in. Moto X had to use sperate low powered chip for it.

These low power chips could have been incorporated into the architecture years ago, as well.

This is besides the point let's get back to the point at hand. Glad Google is doing this

If they could, they would. Semiconductor industry does not wait if it could manufacture something new with good yields and sell it. If it can be done, it will be done and put into production as soon as possible.

Otherwise we would have snapdragon 805 or exynos 6 powered phones already. But chips were not ready.
That is not how things work. If someone sits on something, someone else will come out with that stuff.

It is the main restriction for lot of things in this industry as well as tech industry. One thing to have a concept, completely other thing to have hardware ready for mass production to implement that concept.
2 years so we simply did not have consumer grade hardware for this.

Google now itself is not even 2 years old yet.
