If they could, they would. Semiconductor industry does not wait if it could manufacture something new with good yields and sell it. If it can be done, it will be done and put into production as soon as possible.
Otherwise we would have snapdragon 805 or exynos 6 powered phones already. But chips were not ready.
That is not how things work. If someone sits on something, someone else will come out with that stuff.
It is the main restriction for lot of things in this industry as well as tech industry. One thing to have a concept, completely other thing to have hardware ready for mass production to implement that concept.
2 years so we simply did not have consumer grade hardware for this.
Google now itself is not even 2 years old yet.
