Bought this off craigslist and found it has the KRT16M (apparently for the Nexus 5) on the build number. Do I try to root with Nexus 5 instructions or stay with Nexus 4 KRT16O root instructions.

You could load a stock 4.4.2 factory image that was specifically designed for your phone and root that.

The phone is probably running a pre-rooted port from the N5. Does the phone have SuperSU or Superuser installed?

No. I loaded a "root Checker" app and says its not rooted. The guy said he tried to run LTE on it but was unable to. I assume he tried rooting, or flashed the wrong img.

If I download the most current img for nexus 4, will I be able to flash it without root?

This will help root it or restore to stock: http://www.wugfresh.com/nrt/

You do not need to be rooted to install a stock ROM.
