Hey there, I have a similar issue (maybe the same one?) which I posted about yesterday here.
GPS works fine in high accuracy mode, but sometimes the battery saving mode (which uses wifi and cellular network only) doesn't give any location ("Waiting for location..." etc.). After rebooting, battery saving mode usually works fine, until "broken" again (possibly after toggling accuracy, as you mention). I'll dig and experiment a bit more around that and see how it goes.
