You should be able to disable the service that checks for otas this way:
Quote:
  1. Root if you are not already rooted
  2. Get a way to disable android app services (example app used: Disable Service - wangqi060934)
  3. Disable SystemUpdateService (com.google.android.gsf.update.SystemUpdateService ) in Google Services Framework(GoogleServicesFramework.apk)
If you are using the Disable Service app above, it's in the "System Apps" tab
  4. Optional/recommended: reboot and it should no longer attempt to check for otas
Quote:
Warning: do not disable services you do not understand, it is possible that you can break your install requiring a factory reset to repair if you disable the wrong one

Notice: Remember that otas also include security fixes as goog does not backport them to previous versions normally.
(one of the more recent exceptions is the master key fixes, but this was an exceptional circumstance)

Note: This should work on any rom that uses the google update process.
This includes:
  • All Nexii devices
  • All Google Play Edition devices
  • Various HTC/Samsung devices/other OEM devices (depends on rom)

Easiest way is just to turn off background data.
