Transparent system bars for all apps?

Default Transparent system bars for all apps?

The app Talon for Twitter is able to turn the navigation and status bars transparent. My question is, is it possible to do this with all apps with either a custom ROM or through xposed?

Carbon Rom will do the job for you. Flash carbon rom. Go to settings > Carbon Fibers > Interface > Transparency settings > Set the slider bar for setting transparency of statusbar and navbar.

You can link the statusbar and navbar transparency option as well as lockscreen options. I've attached screenshots of the transparency settings in the carbon rom.
