Have you done a factory reset in the stock recovery?

I would download the factory image to your pc and extract it. There's a flash-all.bat file in there. Run that while in fastboot mode and your device connected to your pc with the usb cable

Edit, factory image https://developers.google.com/android/nexus/images

Try with an older Android-version.
Maybe IMEI is lost.

I am also having this problem accept for i am running CWM Recovery instead of stock... First started for me when I went from stock to flashing CyanogenMod 11 from ROM Toolbox Pro (I would not recommend, I didn't do it on purpose) it flashed dirty CM over stock and now will not do anything even when restoring a stock backup. I am going to attempt to run the stock fastboot .tgz.

If I would know...
Normally it could happen when flashing...
For me it was a month after flashing
I had no signal, then rebooted the phone and ... did not boot up
After installing stock 4.2.1 it booted. But phone functions are dead now.

What a pity that we didn't do a EFS backup...
