Have you done a factory reset or flashed factory images via ADB? It may help to clear out any old files and start a fresh.

To be honest with stock 4.4.2 my N7 (32GB) is smoother than ever, I am considering trying F2FS as it seems to get really get good feedback and optimizes the N7, but just too lazy at the moment as everthing is working well

Nexus shld not lag with stock rom. Kind of defeating the nexus line if Google expects their users to flash and modify the rom instead of using stock. Hopefully android L is better
