Nexus 7 frankenstein (from 2 broken to 1 working)

Hi all,
I have at home 2 motherboard of Nexus 7 32GB wifi, one revision 2.04 and one 2.08.
The one 2.08 have IC problem, so won't turn on at all, the other one with 2.04 have bootloader bricked (works fastboot but not recovery, tryed reflashing bootloader but give error during fastboot flash execution..)

My guess is, if I swap Nand from the first to the second via bga reballing (with nand might not be too much difficult), will the new frankestein works? Is the bootloader on the nand? Will the bootloader encrypted for device 1 works with device 2 or will it check some serial/cpuid outside the nand?

I heard of switching mainboards without problems but switching nands' is a different story. Since every mainboard has it's own encrypted key/bootloader it could be difficult or impossible. But my hardware knowledge is limited.
