The edit needs to be done on a deodexed services.jar - deodexing is a bit of a process and would need to be done to more than just services.jar, and then there is another process to return to an odexed state once the edit has been made. It's a bit of a process to get all that done while odexed, which is why many use deodexed setups so edits like this can be made easier.

Alternatively you could flash a deodexed stock rom and do the edits there - but in your current state there isn't a great simple way to edit that file.
