Its quite difficult (not impossible) but i think the core reasons (productivity, note features and personalisation), what makes a note device special will be lost in the process.

Yes, i know a man who ported ios 6 on nokia device back in 2012-ish
it was hard..
but he did it
so is it possible, i think is wrong to ask.

regular Windows 10 would be impossible to port(you'd have to rewrite the entire OS, and any programs you intend to run)

windows 10 mobile technically isn't impossible, but wouldn't be worth it.
I assume W10Mobile makes secure boot mandatory, so you'd have to first bypass that.
then you'd have to write a Windows compatible bootloader.
and then you'd have to port some drivers, and reverse engineer and rebuild all the other drivers from the ground up.

and Windows 10 mobile would have difficulties with several components.
the stylus, the fingerprint sensor, the heart rate monitor, and the very high res screen are all things W10Mobile probably isn't designed to handle yet(wouldn't surprise me if the screen made the OS go in desktop mode)

The resolution won't be a problem - the Lumia 950 is exactly the same res as a Note 4, but for all the other reasons mentioned it would be a right ballache to port.
