I found the size to be necessary but not all that is needed. When I set it to that size, actually 832X480 (restriction of VideoRedo TVSuite), it still would not play with hardware acceleration. It would play with players that had software decoders.
I had to change the Level from 3.1 to 3.0 to make the file play in default movies and other players with hardware acceleration set on. Size alone would not play.
My program VideoRedo TVSuite set my input size of 832x480 to output of 768x448 when I selected Level 3.0 from their advanced options. According to the developer changing the Level overrode my input parameters. The final 768x448 scaled to full size with hardware acceleration.
