I can send photos using Android Beam on my Galaxy Nexus.
I just opened a photo, clicked the share icon and selected NFC from it. I then beamed the photo across to a Nexus S.
Both phones must have Bluetooth turned on and File Expert installed. Android Beam using NFC to pair and initiate the link between the two phones and then Bluetooth is used for the actual transfer.
What I found was that if one of the phones don't have File Expert installed, the phone automatically loaded the website to the developers of the app prompting to download the app to allow photos to be "beamed" over.
