Man ohh man, I was stuck on STEP 10-11
I finally ended up doing the following.
INSTEAD of renaming the downloaded file to "recovery.img" I removed the".img" and it worked.
This was on Win7 x64
Command is
C:\Android>fastboot flash recovery recovery.img
sending 'recovery' (3120 KB)...
OKAY [ 0.898s]
writing 'recovery'...
OKAY [ 1.371s]
finished. total time: 2.269s

On to next steps.
STEP 21 gave me a scary Commodore 8bit screen BUT it rebooted.[COLOR="Silver"]

Ok, it all worked,m I am coming from a long way back Dell Axim, have Samsung 2 "Sprint" Samsung S4G as well as LG Optimus and this was my first ever HTC, I am absolutely stunned at the difficulty.
WITHOUT the OP post, I would have thrown in the towel for sure.
