It's a fail-safe. A way to back up your tablet in case you find yourself bricked.

I've looked around but I can't find the answer. What is NVflash? And what is it used for?

In short, NVflash backup your bootloader for ICS version .26 only (not going to work if you on version .30 or JB and you only could install NVflash while you on .26 version, once you upgraded, it's too late to use this tool). This Nvflash backup tool will help you to recovery incase if you bricked your device.

NVFlash is a tool by NVIDIA that allows device makers and hardware developers to interact (read/write/erase) with the storage connected to the Tegra chip on a low level from a connected PC.

For us users, it is possible to use NVFlash with the TF700 only together with the "wheelie" tool created by some very talented hackers, and a backup of device-specific information that can be only obtained if the device has not been upgraded past firmware 9.4.5.26. Will there be a nvflash tool for jb?

NVflash works below the Android level and is therefore version independent. If you mean a way to get the files required to use it, there is currently no sign of a solution for the JB bootloader. Apparently even "unlocked" devices now require newly flashed bootloaders to be signed by Asus, so one cannot install the hacked AndroidRoot bootloader anymore.

Can it be used to fix a hard brick too?

Of course it won't fix broken hardware.

It can fix every brick situation that is the result of incorrect contents of the internal eMMC. You can backup and restore the Tegra boot config table, the bootloader, partition table, kernels, recoveries, and all other partitions. As long as you can turn it on and activate the NVidia recovery mode holding down volume-up, which shows up as NVIDIA APX device on the connected PC under Windows, AND you have obtained the needed files *beforehand*, NVFlash can fix it.
