Then your sqlite modified database should work.
Worked for me. Also now that I'm thinking about it, this stopped working when I installed a ROM that had TF3D2 cooked in to it. Editing worked prior to that without the regedits.

That said I'm attaching a 2330fc3c_manila file that has the Weather Database for TF3D v2 database imported with timezones for everything. One warning - If your state has more than one time zone (I'm looking at you Indiana and Tennessee)then the time zone in this file may be incorrect. I set the time zones the same for every city in each state. If anyone wants to fix it, feel free.

US and territories only. The file is quite a bit larger than the default database, it loads slow and causes a crash maybe one out of twenty times when adding a city.
