After a bit of fiddling I striped and signed the dlls, and now it's working with the files attached below.
UPDATE: I have updated the attached files. Looks like this method definitely works for people who have the basic Notification Manager already cooked in. (It doesn't work for stock ROMs.)

From the archive attached below:
1) Run "sdkcerts.cab".
2) Copy everything from "files" folder to "\Windows".
3) Import "regvalues.reg" to registry.
4) Soft reset.
