In response to the title question: Nope. Not compared to a lifeproof case, at least. Big problem in not being able to test the seal. Mine got water inside almost immediately. I've taken the back off a total of 3 times since I got it 2 days ago.

Apparently the fatal error was walking around the kiddie end of the pool, barely pocket deep for about 4.5 minutes. I took it out, dried the outer surface, opened it up, and there was a gang of water inside. Dried it out, put the battery back in and the cover back on. I opened it again a few minutes ago to see that there was more moisture inside. I imagine that water got in and leaked out through the battery contacts and that open space to the right of the fingers. Super annoying. I can only assume that this is a dud seal. The cover isn't that hard to get on.
