I believe so as JG4 does not include any bootloader updates so you won't go back into neutered mode.

Also, you don't need to specify Canada as the country when installing Kies, you can change this after the fact in the registry at
[HKEY_CURRENT_USER\Software\Samsung\Kies] and set "Region"="CA"

Before you make the change, make sure Kies is up and running and that your Samsung Galaxy S is already connected (if you disconnect and reconnect you will either end up with another subbranch under DeviceDB or overwrite the existing settings).

The complete settings required for the change are:

[HKEY_CURRENT_USER\Software\Samsung\Kies]
"Region"="CA"

[HKEY_CURRENT_USER\Software\Samsung\Kies\DeviceDB\{ x}] - where {x} is an entry containing the following keys:

"Model Name"="GT-I9000M"

It's probably a good idea to export the Samsung branch of the registry before you muck around just in case you want to restore it.
