Great mess you have there. The latest HBOOT version with OS 2.17.1402.2? For sure something is terribly wrong. Taking into consideration that phone is S-OFF, I advise you to downgrade HBOOT and then flash this RUU: http://d-h.st/3Cd.
To the lowest version you can get for now. By flashing for example firmware.zip from one of the first OTA updates. Download this one, extract its firmware.zip and flash it via fastboot:
After HBOOT downgrade, flash the RUU that I mentioned above.

I have tried couple of time to flash using fastboot to no luck, I kept getting this:

Flash the attached file (extract PN07IMG.zip first) through HBOOT. After flashing the new HBOOT version should be 2.27.
The file is empty, but I have the HBOOT 2.27 from here http://xdaforums.com/showthread.php?t=2559891&page=57

Really don't know what to say more. With HBOOT 2.27, S-OFF, bootloader unlocked and after succefully flashing RUU?
I truly believe it has a bad hardware, yeah I have been working with HTC even before they went Android, never had such a stubborn phone

Warning: Please note that KitKat RUU cannot be flashed with old versions of bootloaders (hboot) and cannot be decrypted by ruuveal tool. HTC changed encryption with no backward compatibility for KitKat update. So in order to flash KitKat RUU you must flash latest KitKat hboot version 2.49 or higher. Warning: Indian users of 802D model are facing some serious issues after applying the Chinese firmware, many of them have bricked their phones, so please do not try Chinese RUU on Indian models.
Update: If you have already bricked your 802d India phone, flash the FIRMWARE_M7C_DWG_JB_50_S1_hTC_Asia_India_2.37.720 .1.zip file and then restore M7DWG_CWM_Nandroid_Backup_CID_HTC__038_2.37.720.1.zip (thanks @sankar24) using CWM, you will need to disable md5 check in CWM settings.

Over the weekend I have tried to compile all the available ruu and ota for all 802 models, all the OTA's and RUU are hosted on dev-hostand some of the ruu's are on mega, working to resolve issues to host them on dev-host eventually. And last but not the least, thanks for getting all this started!
