GLTools is an application similar to ChainFire 3D which have many extra features than ChainFire 3D.Let's take a look at those features.

FEATURES:
1. 16-bit rendering.
2. Lower rendering resolution.
3. Optimize Shadering.
4. Texture resizing.
5. FPS counter.
6. Fake GPU name.

Do it requir plugins like cf3d
Which are essential for running many games
And how is it helpful can it be used to run gta avatar or any other hd game

i think it supports plug-ins like CF3D.You can use PowerVR plug-in.BTW EDIT YOUR POST & STOP QUOTING THE WHOLE OP!

Because the tool isn't his, nor did he have anything to do with developing it.

It's actually a "Private Beta" that somehow is floating around the forums under different names.
