How to get around AT&T lte throttle?

OK I've seen a bunch of minor fixes for the bulls**t throttling that AT&T likes to do. But none of these fixes stick.

My question is; is there anyway to permanently keep AT&T from throttling my lte? Whether it be APN settings or a proxy of some kind.

If its not possible I would just like to know why
